The head of the armed services and the foreign secretary have sent president-elect Obama a clear signal.
Britain is not willing to commit greater forces to Afghanistan.
The chief of the defence staff, Sir Jock Stirrup, was more direct than David Miliband, saying the army had been stretched for too long.
He said troop reductions in Iraq next spring would not mean numbers in Afghanistan could automatically be increased.
Their comments came as the Queen led the remembrance day ceremonies marking 90 years since the end of the first world war.
